
HOUSE CONCURRENT RESOLUTION NO. 49

Requesting the Joint Committee on Government and Finance to make a
study to determine the most cost effective and efficient
method for computerizing personal property tax records and
payments of the tax, for use by the Division of Motor
Vehicles, in order to determine that the tax has been paid for
the purpose of issuing and renewing registrations and drivers'
licenses.

Whereas, The Division of Motor Vehicles handles a tremendous
volume of license and registration renewal requests each year in
which the division must ensure that all statutory and legal
prerequisites for license and registration issuance and renewal are
satisfied; and

Whereas, The cost and time involved in serving the
public-at-large in issuing and renewing licenses and registrations
can be greatly reduced and the public-at-large can be better served
with the efficient organization and use of a computer data base, accessible to the division for the purpose of determining if
personal property taxes have been paid by applicants for licenses
and registrations; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby
directed to review, examine and study to determine the most cost
effective and efficient method for computerizing personal property
tax records and payments of the tax, for use by the Division of
Motor Vehicles, in order to determine that the tax has been paid
for the purpose of issuing and renewing registrations and drivers'
licenses; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2003, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the necessary expenses to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
